The phase should be “install” not “package”. In some other examples and documentation I’ve seen it set to package. You should double check your pom.

what is the goal to run lint on an Android project, that doesn’t block the install?

The highest level. It abstracts repository access and provides common client tasks, such as authenticating users or comparing versions. Subversion clients use the Wc library to manage the local working copy.
